VIVA.co.id – Menteri Pertahanan, Ryamizard Ryacudu menyatakan pihaknya saat ini masih terus mematangkan rencana kontrak kerjasama pembelian 11 unit pesawat jet tempur Sukhoi Su-35. Jet tempur buatan Rusia tersebut diproyeksikan untuk memperkuat pertahanan dan keamanan di Indonesia.

"Kurang lebih dua tahun setelah tanda tangan kontrak (jual-beli dengan Rusia)," kata Ryamizard di Kantor Menteri Pertahanan Republik Indonesia, Jalan Medan Merdeka Barat, Jakarta Pusat, Selasa 22 Agustus 2017.

Ia menambahkan, pada tanggal 10 Agustus 2017 lalu, Menteri Perdagangan Enggartiasto Lukita sudah berkunjung ke Rusia. Dalam kunjungan tersebut, sudah ada kesepakatan terkait rencana pembelian 11 Sukhoi Su-35 dengan skema imbal beli antar dua negara.

"Kita beli pesawat dari Rusia, Rusia beli komoditas ekspor dari kita. Dan itu sudah disepakati bersama Menteri Perdagangan Pak Enggartiasto langsung di Rusia," lanjut mantan KSAD tersebut.

Kemudian, ia menambahkan, dalam waktu dekat Kemenhan akan kembali bertemu dengan Pihak Rusia untuk menindaklanjuti kesepakatan pembelian dengan skema imbal beli tersebut. Diharapkan dua tahun lagi atau pada 2019, 11 jet Sukhoi tersebut sudah ada di Indonesia.

"Minggu ini atau bulan depan saya ke sana. Setelah tandatangan kontrak, datang ke Indonesia dua tahun lagi. Kan kita mau buat yang baru, bukan yang bekas," tuturnya. (Viva)

Skema Imbal Beli SU-35 Indonesia-Rusia, Tingkatkan Pertahanan dan Ekspor Nasional

Jakarta, Pemerintah Republik Indonesia dan Rusia sepakat melakukan imbal beli dalam pengadaan alat peralatan pertahanan keamanan (Alpalhankam) berupa pesawat tempur Sukhoi Su-35 yang dibutuhkan oleh Kementerian Pertahanan Indonesia. Nilai pembelian Su-35 yang mencapai USD 1,14 miliar ini memberikan potensi ekspor ke Rusia bagi Indonesia sebesar 50% dari nilai pembelian tersebut, atau senilai USD 570 juta. Hal ini disampaikan Menteri Pertahanan Ryamizard Ryacudu dan Menteri Perdagangan Enggartiasto Lukita pada Konferensi Pers Bersama yang berlangsung hari ini, Selasa (22/8) di Kantor Kementerian Pertahanan, Jakarta.

Pemerintah Indonesia berkeinginan untuk membeli pesawat Su-35 dari Rusia dengan nilai USD 1,14 miliar. Pembelian pesawat ini untuk menggantikan pesawat F-5 guna meningkatkan pertahanan dan keamanan di dalam negeri.

Dalam UU No.16 tahun 2012 tentang Industri Pertahanan. Pada pasal 43 ayat 5 (e) dinyatakan bahwa setiap pengadaan Alpalhankam dari luar negeri wajib disertakan imbal dagang, kandungan lokal dan ofset minimal 85% dimana Kandungan lokal dan/atau ofset paling rendah 35%. Karena pihak Rusia hanya sanggup memberikan ofset dan lokal konten sebesar 35%, maka Indonesia menegaskan kembali bahwa pembelian Su-35 ini dibarengi dengan kegiatan imbal beli yang nilainya 50% nilai kontrak.

Pemerintah Indonesia membeli Su-35 dari Rusia dan Rusia sebagai negara penjual berkewajiban membeli sejumlah komoditas ekspor Indonesia.

Dengan skema imbal beli tersebut, Indonesia mendapat potensi ekspor sebesar 50% dari nilai pembelian Su-35. “Persentase dalam pengadaan Su-35 ini yaitu 35% dalam bentuk ofset dan 50% dalam bentuk imbal beli. Dengan demikian, Indonesia mendapatkan nilai ekspor sebesar USD 570 juta dari USD 1,14 miliar pengadaan Su-35,” jelas Mendag.

Kesepakatan ini ditandatangani pada 10 Agustus 2017 lalu, saat pelaksanaan Misi Dagang ke Rusia yang dipimpin oleh Mendag. Pemerintah Rusia dan Indonesia sepakat menunjuk Rostec dan PT. Perusahaan Perdagangan Indonesia (PPI) sebagai pelaksana teknis imbal beli tersebut. Dalam MoU tersebut Rostec menjamin akan membeli lebih dari satu komoditas ekspor, dengan pilihan berupa karet olahan dan turunannya, CPO dan turunannya, mesin, kopi dan turunannya, kakao dan turunannya, tekstil, teh, alas kaki, ikan olahan, furnitur, kopra, plastik dan turunannya, resin, kertas, rempah-rempah, produk industri pertahanan, dan produk lainnya. “Dengan imbal beli ini, Indonesia dapat mengekspor komoditas yang sudah pernah diekspor maupun yang belum diekspor sebelumnya,” jelas Mendag.

Pihak Rostec, lanjut Mendag juga diberikan keleluasaan untuk memilih calon eksportir sehingga bisa mendapatkan produk ekspor Indonesia yang berdaya saing tinggi. “Mekanisme imbal beli ini selanjutnya menggunakan working group yang anggotanya berasal dari Rostec dan PT. PPI,” imbuh Mendag.

Turki Tertarik Kerja Sama Garap N219 untuk Pasar Afrika

Jakarta - Turkish Aerospace Industries, industri pesawat terbang asal turki berminat menjalin kerja sama produksi dengan PT Dirgantara Indonesia (Persero) (PTDI) membuat pesawat N219. Kerja sama produksi antara PTDI dengan Turkish Aerospace Industries dilakukan untuk memenuhi permintaan pasar di Afrika.

"Turkish Aerospace Industries tertarik kerja sama. Ingin join dengan kita, produksi di mereka dan dijual di Afrika umpamanya," ujar Direktur Produksi PTDI Arie Wibowo saat berbincang dengan detikFinance, Jakarta, Selasa (22/8/2017).

Kerja sama produksi ini dilakukan untuk melebarkan penjualan pesawat N219 ke luar negeri. Pasalnya, jika diproduksi di Bandung, pengiriman pesawat N219 tidak ekonomis.

"Secara logistik kalau saya bikin pesawat di Bandung dan customer di Afrika pesawatnya kan kecil, mau diterbangkan secara logistik enggak memungkinkan. Kalau pakai kapal laut butuh waktu lama, paling bagus kita assembly dekat Afrika supaya deliver langsung dari situ," tutur Arie.

Arie menambahkan, dengan demikian pasar pesawat buatan PTDI, khususnya N219 bisa semakin luas dan diminati banyak negara di dunia.

"Jadi lebih kepada regional marketing dan regional logistiknya lebih memungkinkan, daripada membuat di sini dan mengirim ke seluruh dunia," kata Arie. 

Sebelumnya perusahaan Turki, FNSS, juga bekerja sama dengan PT Pindad (Persero) membuat medium tank bernama MT Kaplan. Tank ini mampu melesat hingga 70 kilometer (km) per jam dengan jarak tempuh maksimal sekali jalan 450 km. Medium tank ini juga dilengkapi dengan meriam dengan kaliber 105 mm yang diadopsi dari Cockerill Maintenance & Ingenierie SA Defense dari Belgia dan 7.62 mm Coaxial Machine Gun.

Drone yang Ditemukan Ternyata Target Uji Misil Starstreak

Drone yang Ditemukan di Pantai Ternyata Milik Inggris

GARUT - Pesawat tanpa awak yang ditemukan warga Desa Purbayani Kecamatan Caringin, Kabupaten Garut ternyata milik negara Inggris. Drone itu jatuh ke laut saat dilaksanakan uji coba misil Starstreak bersama Lembaga Penerbangan dan Antariksa (Lapan), dan Kementerian Pertahanan (Kemhan) RI.

Informasi yang diperoleh menyebutkan, uji coba misil Starstreak dan drone Banshee yang merupakan pesawat tanpa awak, berlangsung di Landasan TNI AU Kampung Pangawaren, Desa Pamalayan, Kecamatan Cikelet, Kabupateb Garut pada Sabtu (19/8/2017) sekitar pukul 06.00 WIB.

Sebanyak 10 Starstreak milik Inggris rencananya diuji coba. Kegiatan yang dipimpin oleh Letkol Cpl Sujoko (Koordinator dari Menhan RI) dan Elan dari PT LEN, selaku koordinator lapangan itu, diikuti 70 orang, termasuk 13 ahli dari Inggris.

Hadir pula dalam kegiatan tersebut Danpusen Arhanud Kodiklat TNI AD Brigjen TNI Nurcahyanto, Dirpalad Brigjen TNI Sigid, Kapuslaik Baranahan Kemhan Laksamana TNI Edi, Waaspam Kasad Kolonel Kav Steve P, Dirma Ditjen kuad Han Kemhan Kol Cpl U Sumarsono, Waasops Kasad Kolonel Kav A Purboyo.

Kadislitbangad diwakilkan Pa Ahli Matum Kol Arh Budi Suharto, Dirbinsen Pusen Arhanud Kodiklat TNI AD Kol Arh Glasisus P, Atase pertahanan Inggris di Indonesia Natsaha Danyauno, Kepala Balai Lapan Cikelet R Lingga, dan lain-lain.

Sekitar pukul 09.00 WIB, dilaksanakan penerbangan pesawat drone Banshee yg akan digunakan untuk sasaran Startstreak. Kemudian pada 09.30 WIB, dilakukan tembakan pertama misil Starstreak terhadap drone Banshee 4534 yang dijadikan sasaran dengan jarak sasaran 2,1 km. Jarak waktu tembak 4 detik dari landasan. Namun hasilnya, tembakan itu meleset.

Selanjutnya pada 10.50 Wib dilaksanakan tembakan kedua. Uji coba kedua ini pun gagal, tembakan Starstreak tak mengenai sasaran. Kegiatan uji coba Starstreak tidak dilanjutkan karena dua kali tembakan tidak tepat sasaran. Sehingga sisa delapan roket batal diuji coba.

"Jadi benar drone itu bagian dari kegiatan uji coba misil Starstreak yang dilaksanakan oleh Kemhan dan Lapan. Saat ini, drone yang ditemukan warga sudh diambil oleh pihak Kemhan," kata Kabid Humas Polda Jabar Kombes Pol Yusri Yunus, Senin (21/8/2017).

Rafael Targets Australian Partner for SPIKE Missile Production

Israeli company Rafael Advanced Defense Systems is close to selecting an SME to partner with in Australia as it promotes the SPIKE LR II multi-purpose missile for the LAND 400 Phase 2 Combat Reconnaissance Vehicle.

Rafael started working out of an office in Melbourne near Victoria Barracks two weeks ago, and plans to officially launch its new Australian presence in November.

The company did have an office in Canberra that closed a number of years ago, but it has since identified opportunities that it wants to pursue in the Australian market.

“We do understand that we have to do it hand in hand with local industry,” Moshe Elazar, head of Rafael’s Land & Naval Systems Division, told Australian Defence Business Review.

“We have to bring here significant work, not just manufacturing but we have to bring here development; we have to bring here jobs that involve careers, that involve engineers and scientists. We are seeking partners that will enable us to do an ongoing development of our products.”

The initial focus for Rafael in Australia is the SPIKE LR II precision-guided missile, which is a new-generation version of the SPIKE family that can be fired from vehicles, helicopters, ships and ground-based launchers.

The company intends to establish a facility in Australia that would manufacture, integrate and test the missile.

SPIKE missiles are currently being produced in eight different countries, demonstrating that Rafael has a lot of experience when it comes to technology transfer, Elazar said, speaking in Melbourne on Monday.

Meanwhile, Rafael is also offering remote weapon stations for the Infantry Fighting Vehicle that is set to be acquired under LAND 400 Phase 3.

And for LAND 19 Phase 7B, the company is proposing to pair the AMRAAM with the Tamir interceptor missile, which it produces with Raytheon.

Air Traffic Control System in Need of Upgrade, Says RMAF Chief

KUALA LUMPUR — The existing air traffic control system operated by the Royal Malaysian Air Force (RMAF) needs to be upgraded to better manage the country’s airspace which is expected to become more congested in the coming years, says RMAF chief General Datuk Seri Affendi Buang.

“I can foresee that in the next 10 years our airspace will be crowded as is the case in the United States and Europe right now... very crowded, and this requires more stringent air traffic rules.

“Therefore, our (RMAF’s) existing airspace control system must be upgraded to provide safe and efficient air transport regulations,” he told reporters after launching the National Transformation 2050 (Defence) (TN50D) dialogue at the Kuala Lumpur Air Base here, today.

With regard to TN50D, he hoped that RMAF’s professionalism could be enhanced in the context of human resource capabilities and welfare.

“It’s important for RMAF personnel to be more committed, motivated and be part of a caring society,” he said.

Earlier, during the dialogue, Affendi said TN50D was a good effort to shape a more secure future for Malaysia in the next 30 years.

He said TN50D also complemented the five main thrusts of the Defence Ministry introduced by Defence Minister Datuk Seri Hishammuddin Hussein, namely preparedness of assets, national security, welfare of current and veteran servicemen, defence diplomacy and transformation of the National Service Training Programme.

The dialogue today was attended by some 500 RMAF officers and personnel.

2022, Indonesia akan Punya Drone Canggih Buatan Dalam Negeri

TEMPO.CO, Jakarta - Badan Pengkajian dan Penerapan Teknologi (BPPT) menargetkan Indonesia memiliki pesawat nir awak atau drone mata-mata ketahanan tinggi buatan dalam negeri pada 2022. Hal tersebut sesuai dengan target Program Pengembangan Drone Medium Altitude Long Endurance (MALE) Nasional yang saat ini sedang dikembangkan.

"Kita harapkan mulai 2020-2022 proses sertifikasi. termasuk uji terbang. Diharapkan 2022 bisa produksi," ucap Wahyu Widodo Pandoe, Deputi Bidang Teknologi Industri Rancang Bangun dan Rekayasa BPPT saat ditemui di Gedung BPPT pada Senin, 21 Agustus 2017.

Program pengembangan Drone MALE ini akan dilakukan sepenuhnya oleh putra-putri Indonesia dan dilakukan di dalam negeri dengan segala sumberdaya yang ada. Untuk merealisasikannya, BPPT membentuk konsorsium dengan Kementerian Pertahanan dan TNI AU sebagai pengguna, ITB sebagai mitra perguruan tinggi, PT Dirgantara Indonesia sebagai mitra industri pembuatan pesawat, serta PT LEN Persero yang akan mengembangkan sistem kendali dan muatan.

Drone MALE ini akan memiliki jangkauan jelajah operasi 5000 kilometer non-stop dengan ketahanan terbang tinggi selama 24 jam, siang dan malam. Dengan kemampuan tersebut, Drone MALE akan digunakan untuk membantu Kementerian Pertahanan. Wahyu mengatakan drone MALE bisa dimanfaatkan oleh TNI Angkatan Udara untuk menjaga pertahanan dan keamanan negara.

Berdasarkan kajian awal BPPT, TNI AU membutuhkan 33 drone untuk menjaga pertahanan negara.  Diperkirakan satu pangkalan drone membutuhkan 3 unit drone yang terdiri atas 1 unit operasional, 1 unit standby, dan 1 unit perawatan. Ditargetkan Indonesia memiliki 11 pangkalan drone untuk melakukan kegiatan mata-mata mengawasi udara di perbatasan Indonesia.

Program pengembangan drone MALE tengah dalam tahap Proof of Concept (PoC). Pada 2018 drone MALE akan memasuki tahap manufacturing prototype termasuk pengadaan komponen flight control system, dan memasuki uji terbang pada tahun 2019. Proses kegiatan pada tahun 2018-2019 tersebut rencananya akan dibiayai oleh BPPT dan Kementerian Pertahanan.

Program pengembangan Drone MALE sebenarnya sudah mulai dikembangkan sejak 2015. Pada tahun itu drone MALE berada pada tahap desain dan masuk tahap preliminary design pada 2016.

Total proses pengembangan drone MALE membutuhkan tujuh tahun hingga dapat digunakan pada 2022. 

Wahyu mengatakan bahwa waktu proses drone tersebut wajar, dan tidak tergolong lama. "Desain memang butuh panjang, tidak bisa setahun," ujarnya. "Waktu kita sebetulnya luar biasa cepat jika dibandingkan dengan negara lain, misalnya Turki yang sampai 9 tahun."

Russia to Deliver Ka-32 Multirole Helicopters to Thailand and Turkey for First Time

KUMERTAU/TASS/ - Eight Kamov Ka-32A11VS multirole helicopters will be delivered to Thailand and Turkey for the first time, Russian Helicopters rotocraft manufacturer said on Friday.

"By now, Russian Helicopters Group has signed contracts for the delivery of another eight helicopters of this type [Ka-32A11VS] abroad. Under the contracts signed, the Ka-32 will be delivered to Thailand and Turkey," the rotocraft producer said, without specifying the timeframe.

The Ka-32A11VS medium multirole helicopter with a coaxial rotor system is designed to accomplish special search and rescue operations and high-altitude assembly works, carry out fire-fighting missions and transport cargoes inside the fuselage and externally suspended, evacuate injured persons, conduct patrols and provide support for special services.

"The Ka-32 is rightly called one of our ‘bestsellers’ thanks to its unique flight characteristics and wide capabilities. We are proud to note that the circle of operators of this model will expand soon," Russian Helicopters First Deputy CEO Sergei Fomin said.

Ka-32A1VS helicopters are operational in Russia, Canada, Spain, Portugal, Switzerland, China, South Korea, Indonesia and other countries. The helicopter is produced by the Kumertau Aviation Enterprise founded in 1962 on the basis of the Kumertau repair and mechanical factory.

New Research with Chemring to Protect Defence Aircraft

New Research Protect Defence Aircraft

Minister for Defence Industry, the Hon Christopher Pyne MP, today announced a new research agreement with industry to explore innovative technologies for protecting Australian Defence Force aircraft against missile threats.

Minister Pyne said this five-year agreement with Chemring Australia was signed in Adelaide today as part of the Defence Science and Technology (DST) Group Partnerships Week, and was a big step towards improving the countermeasures deployed to protect our aircraft.

“Chemring Australia and DST Group will explore capabilities and advanced techniques for the manufacture of high performance countermeasures that hide aircraft from radar detection and deflect heat-seeking missiles,” Minister Pyne said.

“The research will also examine the use of more efficient manufacturing technologies, such as resonant acoustic mixing, and novel concepts for pyrotechnic device.

“This partnership will allow the development of an advanced flare capability to provide protection against increasingly sophisticated missile systems.

“I welcome these agreements which are designed to give Defence a capability edge. Chemring Australia specialises in the manufacture of countermeasures, sensors, and energetic systems.”

Partnerships Week is an annual external engagement event open to invited representatives from industry, academia, research agencies, Defence and stakeholders from the Science, Technology, Engineering and Mathematics community.

DST Group also leads the $730 million Next Generation Technologies Fund which complements the Defence Innovation Hub launched last year, as the core of the new Defence Innovation System outlined in the Defence Industry Policy Statement.

These two signature innovation research and development programs, together with the Centre for Defence Industry Capability, deliver on the Government’s $1.6 billion commitment to grow Australia's defence industry and innovation sector.

TNI AU Terus Cetak Penerbang Tempur

Jumlah Penerbang Pesawat Tempur TNI AU Masih Jauh dari Target

SLEMAN - Penerbang militer pesawat tempur TNI AU masih jauh dari target. Sebab sesuai dengan rencana strategis (Renstra) tahun ini TNI AU akan menambah kekuatan lagi pesawat tempur, yaitu 24 pesawat tempur F16. Sehingga dengan penambahan ini nantinya jumlah pesawat tempur F16 akan menjadi 34 pesawat. 

Sebab sebelumnya sudah ada 10 pesawat tempur F16. Padahal sekolah penerbang (Sekbang) TNI AU tahun 2017, hanya mampu menambah 13 penerbang pesawat tempur.

“Dari penambahan 13 penerbang pesawat tempur ini jumlah penerbang pesawat tempur jauh dari target,” ujar KSAU Marsekal TNI Hadi Tjahjanto usai melantik penerbang militer Sekbang Terpadu TNI angkatan 91 di lapangan Jupiter, Lanud Adisutjipto, Yogyakarta, Sabtu (19/8/2017).

Hadi mengatakan, sebagai solusi untuk kondisi tersebut, selain akan memaksimalkan penerbang militer yang ada, juga akan menambah kuota Sekbang, terutama jurusan pesawat tempur. Diharapkan dengan langkah tersebut kebutuhan penerbang pesawat tempur akan terpenuhi. Meskipun untuk pemenuhan kebutuhan itu sesuai dengan renstra dilakukan secara bertahap.

“Karena itu, meminta kepada penerbang militer yang baru dilantik segera menyesuaikan diri dengan alutsista yang akan diawakinya nanti,” terangnya.

Sekbang Terpadu

Mengenai kelanjutan pendidikan Sekbang terpadu yang melibatkan tiga angkatan, AD, AL dan AU, menurut Hadi, untuk tetap akan dilanjutkan. Sebab yang membutuhkan penambahan penerbang militer bukan hanya AU, namun AD dan AL juga sama. 

Pasalnya, di ketiga angkatan tersebut, bukan hanya ada penambahan alutsista pesawat, baik tempur, angkut dan heli. Namun, alutsista yang datang juga lebih canggih, yaitu generasi 4.5.

“Sekbang terpadu tetap akan dipertahankan,” paparnya.

Hadi juga berpesan kepada penerbang pesawat militer muda yang baru dilantik tetap harus mempertahankan airmanship, disiplin dan dapat melaksanakan tugas dengan baik. Apalagi uang untuk membeli pesawat yang harganya cukup mahal itu memakai uang rakyat. Sehingga mereka dituntut dapat menerbangkan pesawat dengan aman dan selamat.

“Yang jelas bertambahnya penerbang pesawat militer ini tentunya akan menjadi kekuatan TNI,” tandasnya.

Sekbang Terpadu angkatan 91, menghasilkan 46 penerbang militer muda. Terdiri dari penerbang militer TNI AU sebanyak 35 orang (14 penerbang militer pesawat angkut, 13 pesawat tempur dan 8 heli), AD 8 orang dan AL 3 orang.

“35 penerbang militer TNI AU akan disebar ke skudron di Indonesia, untuk penerbang militer AD dan AL akan memperkuat kesatuan masing-masing, yaitu di Puspernebad dan Puspenerbal,” tambah Kapentak Lanud Adisutjipto Mayor Sus Giyanto. 

PH Navy to Get US-Donated Radar System

MANILA -- The Philippine Navy (PN) will formally take possession of its first-ever tethered aerostat radar system (TARS) donated by the US government.

The turnover ceremony will be led by US Embassy in Manila’s Deputy Chief of Mission, Michael Klecheski, and PN flag-officer-in-command, Vice Adm. Ronald Joseph Mercado, at the Naval Education and Training Command in San Antonio, Zambales on Tuesday.

Navy spokesperson, Capt. Lued Lincuna, said the TARS, a self-sustained, unmanned lighter-than-air systems, would enhance the PN’s capability in maritime intelligence surveillance reconnaissance by effectively detecting maritime and air traffic within the country’s coastal waters using sensors.



It will also be used in the conduct of humanitarian assistance and disaster response operations.

The TARS includes a weather station that provides telemetry data to the ground station for the monitoring of ambient temperature, pressure, wind speed, and other pertinent parameters in the operation of the system.

Di hari pertama pelayaran KRI Dewaruci menuju detik-detik Proklamasi Kemerdekaan RI ke-72, Panglima Komando Armada RI Kawasan Timur (Pangarmatim) Laksamana Muda TNI Darwanto, S.H., M.A.P., membuka sarasehan atau diskusi interaktif dengan tema, "KRI Dewaruci Menuju 100 Tahun", bertempat di Geladak KRI Dewaruci, Selasa, (15/08/2017).

Mengawali sambutannya, Laksamana berbintang dua tersebut mengucapkan selamat datang kepada perwakilan lichting Akademi Angkatan Laut (AAL) mulai dari Angkatan 10 s.d. 56 dan 60-61 yang hadir disini berkumpul bersama dalam rangka melakanakan upacara bendera 17-an di Laut. Selain itu Pangarmatim pada pertemuan sarasehan yang juga dihadiri oleh 20 Perwira Tinggi TNI AL baik yang aktif maupun purnawirawan serta pem berbincang-bincang membahas masa depan KRI Dewaruci menuju 100 tahun.

Pangarmatim mengungkapkan kenapa kita mempertahanakan KRI Dewaruci hingga 100 tahun kedepan, tentunya kita tidak boleh melupakan sejarah.KRI Dewaruci ini telah melahirkan ratusan Laksamana yang menjadi pemimpin TNI AL bahkan menjadi pemimpin negeri ini seperti Menteri dan Panglima TNI.


Menurut Pangarmatim yang kedua bahwa, KRI Dewaruci telah memberikan kontribusi positif terhadap bangsa Indonesia khususnya saat KRI Dewaruci bertugas keliling dunia dalam misi Diplomasi. Oleh karena itu, kita harus mempertahankan kapal ini dapat di lihat sekarang hadir mantan Komandan, Palaksa dan crew yang pernah melakukan pelayaran dan pelatihan di KRI Dewaruci ini. Sehingga pertemuan yang bersejerarah menjadi satu suara dan sumbangsih pemikiran untuk bahan saran dan masukan kepada pimpinan TNI AL sesuai dengan kebijakan Presiden RI terkait poros maritim dunia.

Dengan adanya kapal latih KRI Dewaruci ini, bisa kita kembangkan kedepan untuk pelatihan-pelatihan generasi muda bahkan calon pemimpin bangsa dapat kita latih disini. "Karena kalau tidak pernah merasakan berada di laut mungkin tidak ada pandangan tentang laut. Laut merupakan tantangan kita masa depan, inti sumber daya alam kita berada di laut", ucapnya.

Menutup sambutannya Laksda TNI Darwanto mengatakan, keberadaan para mantan Komandan Dewaruci dan masyarakat pemerhati dunia kemaritiman diharapkan bersama-sama bersinergi menjaga dan merawat KRI Dewaruci tetap baik sehingga kedepan dapat dimanfaatkan untuk menjadi contoh sejarah bahwa kapal latih ini yang dibuat sejak tahun 1953 mampu menjadi kebanggaan tidak hanya di Indonesia namun di mancanegara.

 Selanjutnya dalam suasana santai dan penuh kekeluargaan salah satu pertemuan menarik yaitu dalam pelayaran ini terdapat Laksda TNI (Purn) Warsono H.P yang merupakan komandan KRI Dewaruci di tahun 1982 - 1985 pernah berlayar muhibah ke Osaka Jepang dan Guam dan pada waktu itu, Laksda TNI Darwanto merupakan Taruna yang mengikuti pelayaran ke negara tersebut.

India Denies Selling BrahMos Cruise Missiles to Vietnam

New Delhi: India on Friday refuted reports that Vietnam had acquired BrahMos supersonic anti-ship cruise missiles from India. 

Addressing the weekly MEA briefing, spokesperson Raveesh Kumar said, “Vietnam has clarified that their spokesperson did not confirm the sale but had just talked about defence and strategic relations.”

Earlier, Vietnam Foreign Ministry said the country was persistent in pursuing the national defence policy of peace and self-defence.

Terming it as a normal defence practice, Vietnam Foreign Ministry maintained that the procurement of defence equipment was consistent with the policy of peace and self-defence. (Deccan Chronicle)

Vietnam responds to information of purchasing cruise missiles from India

The Hanoitimes - Vietnam’s Ministry of Foreign Affairs Le Thi Thu Hang on Thursday responded to the information of Vietnam purchasing missiles from India.

According to WorldTribune, Vietnam will receive the BrahMos which is considered one of the most effective and lethal anti-ship missiles in the world, with speeds reaching Mach 2.8 to 3.0. The BrahMos can be launched from submarines, ships, aircraft or land. It was developed jointly by India’s Defense Research and Development Organization (DRDO) and Russia’s NPO Mashinostroeyenia. The missile is heavily based on the Russian P-800 Oniks cruise missile and other similar sea-skimming Russian cruise missile technology.

Replying the question of reporter about this information, Hang said, India – Vietnam relationship developed in numerous areas including economy, society and security cooperation. Especially in Security cooperation, two sides contributed positively to the peace, sustainability in region and over the world. “Vietnam and India maintained the self-defend and peaceful policy. The weapon purchase is normal action and in line with Vietnam national defense policy”, Hang added. However, she didn’t confirm the information about BrahMos purchase.

On September, 2016 Indian PM Narendra Modi visited Vietnam and had bilateral talks with his Vietnamese counterpart Nguyen Xuan Phuc, as well as President Tran Dai Quang. Vietnam is India’s important strategic partner and the visit is aimed at further strengthening bilateral ties, including defense, security and trade. During the trip, Modi announced a $500 million credit line to Vietnam to buy defence equipment, on top of a $100 million given previously to help it buy patrol boats. The two sides have also agreed for training of Vietnamese air force pilots to operate Su-30 Russian fighter planes.

It was published by Reuters  in Feb 2017 that: “India is in talks to sell short range surface-to-air missiles to Vietnam, the head of India's defense research agency said on Wednesday, in what would be its first transfer of such weapons to the Southeast Asian country.” (HanoiTimes)

VIASAT will provide the ground antenna systems that will enable direct tasking and downlink capabilities.

Latihan Air Assault – Keris Strike Mantap

JOHOR: Kumpulan pelaku Eksesais Keris Strike mempamerkan mutu kecemerlangan yang unggul semasa melaksanakan latihan air assault yang turut disaksikan oleh Panglima 10 Bgd Para, Brig Jen Datuk Tengku Muhammad Fauzi Tengku di sekitar Sembrong pada 3 Ogos 2017.

Latihan ini melibatkan gabungan komposit yang terdiri daripada Batalion Ke-17 Rejimen Askar Melayu Diraja Para (17 RAMD Para), Batalion Ke-18 Rejimen Askar Melayu Diraja Para (18 RAMD Para), Batalion Kelapan Rejimen Renjer Diraja Para (8 RRD Para), Pasukan Udara Tentera Darat (PUTD) serta Grup Gerak Khas (GGK) bertujuan untuk menguji keupayaan pasukan yang terlibat dalam melaksanakan peranan masing-masing sebagaimana peperangan sebenar.



Objektif eksesais adalah untuk meningkatkan tahap interoperability diantara trup yang mengambil bahagian dengan menambah pengetahuan taktikal dan prosedur operasi staf diantara kedua-dua negara melalui percambahan pengetahuan selain dapat melatih prosedur postad di antara pemerintah dan staf dalam eksesais gabungan.



Sepanjang latihan dilaksanakan sebanyak tujuh pesawat UH-60 Blackhawk milik USARPAC, empat pesawat Agusta dan sebuah pesawat S61A-4 Nuri telah terlibat secara langsung memainkan peranan sebagai pengangkutan, bantuan tembakan perlindungan dan Medical First Responder (MFR).

Latihan tersebut diakhiri dengan upacara penyampaian sijil dan cendera hati serta ucapan Panglima 10 Bgd Para serta ucapan timbal daripada 2-25th Aviation Regiment Battalion Commander, LTC Elizabeth A.Marin.



Turut hadir Pegawai Memerintah Rejimen 881 PUTD,  Lt Kol Mohamad Nazri Ahmad dan Pegawai Kanan Tentera Darat.

New Zealand Defence Force Acquire Enterprise Licence of VBS3 FiresFST

SimCentric are proud to announce the New Zealand Defence Force (NZDF) concluded their acquisition of a perpetual enterprise licence of VBS3 FiresFST in July 2017. This procurement marks the culmination of a strong collaborative effort over several years between SimCentric, Bohemia Interactive Simulations, the NZDF Mission Command Training School (MCTS) and the New Zealand School of Artillery to fully integrate VBS3 FiresFST into the Joint Fires Observer (JFO) training continuum. 

To date, NZDF has utilised VBS3 FiresFST software as the primary simulation training tool for the past two JFO courses, with further refinement and evolution already scoped to continue to build upon existing successes. From foundation use in the School of Artillery, VBS3 FiresFST is already being scoped for expanded use across 16th Artillery Brigade, deployable systems for use in operational theatres, and within the existing Meggitt Weapon Training Simulation System (WTSS) for NZDF.

Kodam XIII/Merdeka Ingin Punya Skuadron Helikopter

TRIBUNMANADO.CO.ID, MANADO - Kodam XIII/Merdeka berencana menyiapkan skudaron helikopter.

Hal itu diungkap Panglima Kodam XIII/Merdeka, Mayjen Ganip Warsito usai peringatan HUT Proklamasi RI ke 72 di Lapangan KONI Sario, Manado, Kamis (17/8/2017).

"Kita memang ada rencana peningkatana alusista jadi lebih baik, selain Jenis senjata tempur, ada juga kendaraan tempur, bahkan dalam renstra (rencana strategis) akan ada skuadron helikopter," kata dia.

Skuadron helikopter bukan untuk gagah-gagahan tapi memang satu kebutuhan pengamanan teritorial NKRI.

"Geogreafis Sulut kan itui kepulauan, jadi butuh dijangkau dengan cepat salah satunya dengan helikopter," kata dia.

Ia mencontohkan, saat 17 Agustus 2017 ini seharusnya Kodam XIII/Merdeka mengirim bendera raksasa untuk dikibarkan di Pulau Miangas, pulau terluar utara NKRI. Tapi tertunda karena persoalan transportasi.

"Saya mau kirim bendera ke Miangas tak bisa kibarkan hari ini, kalau ada helikopter kan bisa cepat," ujar Warsito.

Minister for Defence Industry, the Hon Christopher Pyne MP, today announced a new research partnership to pursue innovative maritime Defence technologies.

Defence Science and Technology (DST) Group and Sonartech Atlas signed a three-year agreement today for research and development in Australian Defence Force (ADF) Naval capability for ships and submarines.

Minister Pyne welcomed this new partnership with Sonartech Atlas, signed in Adelaide as part of DST Group’s annual Partnerships Week.

“Partnering with small and medium enterprises is essential for building and maintaining Defence capability and enhancing Australia’s Defence industry,” Minister Pyne said.

“Under the new agreement, Sonartech Atlas and DST Group will explore new technologies to help build the ADF’s Naval capability in short time signal analysis, on-board signature management systems and multi-sensor detection, tracking and data fusion.

“This agreement will accelerate the transfer and commercialisation of these innovative technologies and contribute to building an Indigenous Defence industry that can meet the unique capability needs of the ADF.”

Sonartech Atlas is an Australian based systems engineering company specialising in the design and development of sonar systems for naval and civilian applications.

Partnerships Week is an annual external engagement event open to invited representatives from industry, academia, research agencies, Defence and stakeholders from the Science, Technology, Engineering and Mathematics community.

DST Group also leads the $730 million Next Generation Technologies Fund which complements the Defence Innovation Hub launched last year, as the core of the new Defence Innovation System outlined in the Defence Industry Policy Statement.

These two signature innovation research and development programs, together with the Centre for Defence Industry Capability, deliver on the Government’s $1.6 billion commitment to grow Australia's defence industry and innovation sector.

Turkey, Indonesia Team up in Defense, Enhance Military Ties

Collaboration between Turkey and Indonesia in the defense industry and the military is increasing as the two countries are engaged in joint production of tanks, drones, submarines, weapons and radar systems.

High-level diplomatic sources in Ankara told Daily Sabah that Ankara and Jakarta have recently intensified efforts to jointly develop defense industry mechanisms and share military experience.

In this respect, a prototype for the Turkish-Indonesian tank has already been created and is set to partake in an official military parade in Jakarta in October. The sources did not provide the number of tanks that would be produced, but demand will be a determining factor.

Defense industry experts said the tank will weigh around 35 tons, and will have a 700-horsepower engine. There will be two tanks in the first leg of production, one for Turkey and one for Indonesia. The development cost for the medium-weight tank is estimated at $11.5 million. The FNSS, a subsidiary of Nurol Holding, which operates in the industry, eyes the production of 40 tanks, while that number could go up to 200 if Indonesia is satisfied.

The KAPLAN MT tank is expected to make a powerful contribution due to its firepower and large ammunition options as well as its superior agility. A CMI Cockerill 3105 tower, equipped to fire high-pressured 105mm shells, provides the tank's firepower.

Submarine

One of the striking points in the joint venture is the production of submarines. The senior sources stressed that Indonesia wants to gain know-how and the deal is near completion. Experts said that the Turkish defense industry is producing six submarines in Turkey's Gölcük shipyard under the license of ThyssenKrupp. The first submarine is set to be delivered in 2021.

An Indonesian delegation has already paid a visit to Turkey to inspect the production process. There are only a small number of issues to be resolved before the two sides ink the deal, sources said. The first two submarines will be built in Turkey and the rest are planned to be jointly produced by an Indonesian company, experts said.

The sources said a Turkish delegation, including company representatives, will be in Indonesia next week to discuss the latest details regarding the submarine deal and other projects. An Indonesian delegation will be in Turkey in early September.

Drones and Aircraft

Ankara and Jakarta have set their sights high, as the two countries are also engaged in projects to produce Turkish-Indonesian drones. Experts said Indonesia is willing to work on a model like the domestic drone produced in Turkey.

Turkish Aerospace Industries (TAI) has also recently reached a framework agreement with Indonesia's PT Dirgantara Indonesia aerospace company to design a 50-seat aircraft.

Joint weapons production is not off the table, either. The two sides have not ruled out cooperation in the production of defense industry mechanisms.

While the two countries find various areas of cooperation, radar systems have been a significant example of what a Turkish-Indonesian alliance can achieve. The sources said a radar system produced by Turkish companies is already in use on Indonesia's borders.

The presidents of both countries portray a promising future for Turkish-Indonesian relations. "We agreed to expand our cooperation regarding submarine and drone building, and it will be followed up by teams from both countries," Indonesian President Joko Widodo said during a visit to Ankara in July. The Indonesian president asserted that Indonesia and Turkey are two countries with great potential to improve cooperation.

President Recep Tayyip Erdoğan also stressed the importance of improving bilateral ties when he was in Indonesia in the summer of 2015. Emphasizing that the two countries are in harmony at different international platforms, Erdoğan said strong political, social and economic ties forged between the two countries would benefit the people of Turkey, Indonesia and the world.
